This is an interesting and in my estimation a long over due development. If adopted it will be a two year experiment period where it will be evaluated. I will be very interested to see what sort of unexpected and unpredictable consequences come from this change.
Hopefully for kids and schools it simply relieves some of the pressure created by the current process.
