NCAA in more hot water

Im not really sure at this point what member institutions get out of being members of the NCAA... It seems a handful of schools get taken care of and the rest just sort of deal with it... This following the bizarre case of the UCLA playing and BSU's couchgate has be just confused and baffled as to why everyone willingly participates...
 
I get the; it could be worse angle.... but that doesn't alter the premise that the NCAA is so flawed and biased that it is a detriment to more schools and athletes than it is a help... How do you restructure an organization that takes 2 years to conduct an investigation is a question of mythical proportions... How do you get enough university presidents to compel it when the Presidents that sit on its Board or the schools that are getting the greatest benefit?
 
no different than a corrupt police force, time to start cleaning house top to bottom. It's a completely disfunctional organization that no longer has the credibility anyone (especially fans) can trust. They have tainted cfb with their ambigous enforcement policie, even going as far as to give some universities a competitive advantage, and crippling other programs.
 
So who would be in charge of the clean up. The presidents on the board are the primary problem...
